Change Payout Fee % to $

I have a question, how to change the payout fee of % (percent) to $ (dollar)?
example:
- Michele payout $2, will get fee $0.03
- Jack payout $10, will get fee $0.03

So, all member will get same fee for any payout.

Please answer my question.

ya that would be usefull !! maybe in sdr4 we will have it.
