Help in detecting a cheater

I am the owner of gardenofads.info & currently have well known cheater shbjmybw in my members list. He has just requested payout but I want to be sure that he is worthy of this before I pay him. I have already sent this member an email only because they have listed Australia as the country they live but their ip address is showing up as China....he has 30 referrals all with the same Chinese town ip address (all ips are different but the town is the same). I have googled this members name & have found him to have been deleted from a few sites due to having multiple accounts...I really need some insight as to how I can detect this.

Umm this subject is controversial. Personally I would block all chinese traffic and start using proxstop.com or proxydeter.com to stop persons from using proxies. But others will tell you thay don't think it's right to ban a whole country even though 80% coming from that country are cheaters. it just has to do with if you want real quality traffic on your site or if you want anyone to be able to access it.
