Many people don't trust PTC sites and with good reason. Forcing them to put the right data will only drive them away.
You as the PTC owner, you need to build trust, it does not happen overnight so you must be very careful.
Replace this policy with something less provocative.

Thank you. But you really are not giving me enough information to help me. I do not trut the site nor
the participants because some people are submitting requests with email addresses that are not in the system. Maybe that is their payment email address, but how can I verify who they are if I do not ask for all this information?
I am going to say "Any payout requests WITHOUT FIRST AND LAST NAME will not be paid until Fisrt and Last name are entered." But I think the problem is the lousy script that only has a place to enter their payment email.
The script should have 3 or 4 data fields:
First, their Username,
Second, their payment email address,
Third, their user email addess
Fourth, their First and Last Name
The way it now stands I am supposed to pay someone whose email address that is given is not even in the database and that could be valid if their payment email address is different from the one they signed up to the PTC site with.
Please give me your best wisdom and experience about this beacuse I am really confused unless I get everything I just mentioned from whom I am going to pay.
