How do you block problematic countries?

In the Tools area under Blocking there is a Country Blacklist area. Does this block certain countries from accessing the site?

I'm sure it does not block the site from being shown to that country. Does anyone know how to do that?

i am using .htaccess based IP deny to block specific countries, i think it will be more efficient compared than Country black list although you must know how it works and the .htaccess large list affected to the page loading.

Not what i do
I never tried this before so I dont know the result, but this is alternative ways you can do: From your Admin Panel, Tools -> Blocking -> Country Blacklist
